The assessment of intelligence revealed that the Kremlin "conducted extensive research and analysis of voters in the United States, identified key demographics and platforms it believed would be effective in amplifying its message, and targeted constituencies it believed were most sympathetic to Russia's focus on 'traditional values,'" as per the assessments findings. in order to assess.

The evaluation also reveals that Russian military officers suggested postponing their withdrawal from Kherson, Ukraine, until the day following the 2022 midterm elections, "in order to prevent giving a specific US political party a potential pre-election victory."
